Success for the international seminar on “A new institutional framework for football in South America” in Chile

Last week the University Santo Tomás (UST), CIES academic partner in Chile since 2006, organised an international seminar to debate topics related to "A new institutional framework for football in South America". The event, which was held in Santiago, gathered nearly 150 participants.

Various international experts participated in the discussions, among them, Victor Villavicencio, Deputy General Secretary of the Peruvian Football Association, Manager of the Peruvian Professional Football League and Head of the Law Module of the USMP/FIFA/CIES Executive Programme in Peru; Mariano Clariá, Partner Clariá&Trevisán and Director of the UCA/FIFA/CIES Executive Programme in Argentina; Francisco Rubio, Professor at the Universidad de Extremadura, member of the "Spanish Association of Sports Law" (Asociación Española de Derecho Deportivo) and Director of the URJC/FIFA/CIES Executive Programme in Spain; Gonzalo Bossart, Arbitror at TAS and Head of the Law module of the UST/FIFA/CIES Executive Programme in Chile; Horacio González, Partner and Director of the Sports Law Department (Departamento de Derecho Deportivo) at "González Mullin, Schickendantz & Asociados in Uruguay as well as Carlos Soto, Professional Footballer.

One of the main objectives of the seminar was to inform lawyers, students in sports management and club managers about the latest development relating to sports and football law, so that they can better understand an environment that is changing continuously. The discussions focused on case law related to the transfer of minors, the latest reforms of the FIFA Regulation on the Status and Transfer of Players, the methods used to solve conflicts in sport, the labour law model for professional sport in Chile as well as the organisation of professional sport and football in Spain.

Michael Boys, CIES Coordinator in Chile and FIFA General Coordinator during the FIFA World Cup Russia 2018, commented: "The great interest aroused by the seminar surprised me positively. The participants wanted to understand the new legal framework related to sports and, in particular, football. Many of the topics discussed today will have the utmost relevance in the coming years. This is the role of UST and CIES: To educate the actors of sports and football in Chile".

For Mariano Clariá, this kind of event plays an essential role: "Not only can we provide experts and students with relevant and up-to-date information. We can also create stronger links between football lawyers in South America. We need to work in a more coordinated way in order to be better heard."

In conclusion, Rodrigo Alvarado, Director of the UST Institute of Sports Sciences (Instituto de Ciencias del Deporte) and Director of the UST/FIFA/CIES Executive Programme in Chile, considers that the experience was positive and should be repeated: "Today, our mission is accomplished. The participants learnt and shared new knowledge. Tomorrow, we have to move forwards and continue to educate a new generation of sports and football managers in Chile and South America.
